RED DEER – The Progressive Conservative Association of Alberta passed over a dozen new party resolutions at Saturday's annual general meeting in Red Deer, including bringing back health care premiums, reviewing post-secondary financing and even repealing daylight savings time.

Delegates passed 21 of 24 proposed resolutions, only dropping two resolutions that related to pensions and one regarding employment assistance for healthcare professionals.

While health care premiums were wiped out by the Stelmach government, it is now party policy to establish a new health care premium system in Alberta to "generate a portion of the funding required to maintain reasonable access to high quality health care."

The resolution took Health Minister Fred Horne by surprise.

"We're not even sure we'll entertain that," he said. "Money in our health care system has not really been the issue."

After a $147 million cut to post-secondary education in the March budget - and a recent $50 million reinvestment - another passed resolution hopes to see the government review the "appropriate proportions" between government funding and student tuition when it comes to financing Alberta's colleges, universities and technical schools.

Advanced Education Minister Thomas Lukaszuk said he was "elated" to hear it passed and that opening up the funding model to look at tuition was always an option on the table.

"That resolution spoke to that," he said. "It didn't say 'put more money in' but it basically speaks to the thought "are we spending the dollars we're spending efficiently?'"

A resolution by the PC Youth Association that would see the government repeal daylight savings time - Saskatchewan, for example, doesn't wind back the clock - passed by a single vote. Alberta brought in daylight savings time in a 1971 plebiscite.

The government will consider implementing child sexual abuse prevention and education programs in schools as well as implement specialized sexual abuse and sexual assault courts in Alberta.

Other resolutions included a policy commitment to not introduce a provincial sales tax, ensure greater flood preparedness in Alberta, ending divorce by nursing home for seniors and creating incentives for natural resource producers to upgrade or process oil and natural gas within Alberta's borders.
