OTTAWA - Seven years ago, a rookie prime minister vowed before a Senate committee that, under his watch, changes were coming to the red chamber.
"As everyone in this room knows, it has become a right of passage for aspiring leaders and prime ministers to promise Senate reform - on their way to the top," Stephen Harper said in his 2006 remarks.
"But once they are elected, Senate reform quickly falls to the bottom of the Government's agenda. Nothing ever gets done. And the status quo goes on. Honourable senators, this has got to stop."
So far, reforms have failed to materialize.
