ALBANY — State leaders reached a deal Friday night on a nearly $140 billion state budget.

After a day of last-minute talks and snags, Gov. Cuomo and legislative leaders settled their outstanding issues and began printing the legislation.

No details were formally released, but sources say that the budget, which the Legislature hopes to enact on Monday, a day before the start of the new fiscal year, will include $300 million in city prekindergarten funding.

The budget contains new protections for charter schools after Mayor de Blasio rescinded co-location agreements with three of eight charters operated by former City Councilwoman Eva Moskowitz.

It's also expected to resolve a dispute between Cuomo and de Blasio over homeless funding.

Sources said the plan includes an ethics reform package and the establishment of a public campaign-finance program limited to the state controller's office.

The ethics reforms likely would spell the end of the anti-corruption panel Cuomo created in 2013.

Statewide school aid was expected to grow by 5% over this year's budget, and the package likely will include a series of tax reductions and relief for renters — items that Cuomo and lawmakers can tout as they seek reelection this year.
