HHS needs a consensus builder - Worcester Telegram

The resignation of Kathleen Sebelius as U.S. Secretary of Health and Human Services — in spite of her earlier vow to remain through November — is surely part of a White House calculation to minimize the political damage from the disastrous rollout of healthcare.gov.

But Ms. Sebelius' leadership at HHS was also disastrous, and harmed administration efforts to implement an unpopular law. She repeatedly revised statements as Obamacare blew through deadlines. Her testimony to Congress was inaccurate, arrogant, and confusing.

The American people continue to be unpleasantly surprised at Obamacare's requirements, mandates, and taxes. But, whatever happens in November, we think repeal is unlikely.

Congress should, however, be prepared to repeal some aspects and amend others. Less emphasis on mandates and penalties and more emphasis on working with private insurers and what consumers want and need, is sorely needed.

For that shift to happen, HHS needs a leader who can forge compromises, and someone who puts an understanding of health care and markets ahead of a single-minded mission to force the administration's will upon the American people.
