Russian Foreign Minister Sergei Lavrov says his country has resolved the issues it has had with sending humanitarian aid into Ukraine, but said Monday in Berlin that no progress has been made in talks with his German, French and Ukrainian counterparts in securing a cease-fire or finding a political solution to end the fighting in eastern Ukraine.
Interfax reports representatives of the International Committee of the Red Cross will escort Russia's humanitarian trucks into Ukraine after they are cleared by border guards and customs.
However, the three European foreign ministers along with Lavrov were not able to agree on a solution during their meeting in Berlin Sunday to stop the fighting in eastern Ukraine. Lavrov said there were no "positive results" in reaching a cease-fire, but that the ministers have agreed to meet again in the coming days to deal with all issues.
German Foreign Minister Frank-Walter Steinmeier said the talks were "frank," and that the ministers will report back to their capitals as they consider their next steps.
On Sunday, Ukraine said its forces captured a district police station in Luhansk after a fierce battle with pro-Russian separatists.
The eastern Ukrainian city has been the scene of some of the heaviest fighting in recent weeks between the separatists and Ukrainian troops.
Earlier Sunday, the rebels shot down a Ukrainian military jet flying near the area.
Witnesses also reported seeing a column of pro-Russian armored vehicles carrying a surface-to-air missile system near the Russian border, pushing deep into rebel-held territory.
