"If legally found admissible, why will action not be taken," AICC spokesman Abhishek Singhvi asked when asked about a possible privilege notice.
Singhvi said the PM had "taken liberties with truth" while trying to counter the Congress allegation that his government had merely renamed UPA programmes.
The spokesman said the PM's charge could not be true since all the UPA ideas were either original or had their genesis in governments before 1998 when BJP came to the power for the first time.
In Rajya Sabha on Tuesday, Modi had claimed that UPA had redone, among others, the 'multi-purpose identity card' scheme as Aadhaar, lifted Sarva Shiksha Abhiyan, and repackaged Antyodaya scheme as Food Security Act.
Taking on the PM, Singhvi told reporters that BJP had talked about the identity card in its 1999 manifesto and had repeated it in 2009. However, he said the card became a reality only after it was listed in the 2004 UPA manifesto.
He said Sarva Shiksha Abhiyan may have been started by the Vajpayee regime but it was "nothing but District Primary Education Programme" started by Congress government in 1993-94. He said UPA gave a constitutional entitlement through Right to Education.
Singhvi said the Insurance Regulatory and Development Authority had its genesis in the Malhotra Committee report of 1994 that was set up by the Narasimha Rao regime.
"We would have excused if any other leader and not the PM had said this... He has compared apples with oranges, gold with dirt," Singhvi said.
