It is rare for people in India and Pakistan to listen to the same person speak on radio. But Syed Ali Shah Geelani's appeal transcends the India-Pakistan border.

On Wednesday, the separatist leader, who leads a conglomeration of several pro-Pakistan groups in Kashmir, emerged from his winter home in Delhi and immediately raised the temperature in the Valley.

At a rally to greet him in Srinagar, where he arrived after hibernating in Delhi on the advice of his doctor, participants raised anti-India slogans, waved Pakistani flags, reminded Narendra Modi that his hands are 'soaked with the blood of Muslims' and issued stern warnings to chief minister Mufti Mohammed Sayeed against strengthening the 'status quo.'

This was a scene that could have taken place anywhere in Pakistan.

The rally was broadcast live in Muzzafarabad, capital of Pakistan-occupied Kashmir for the benefit of Geelani's intended audience. Listeners cheered and applauded as he spoke of Azaadi.

Standing next to Geelani was the man on whom Mufti had bet on heavily to mend relations with separatists: Masarat Alam, Geelani's rumoured heir and the man who was released from jail recently.

But instead of reciprocating Mufti's gesture, he was busy rousing the crowd against his government and its partners in Delhi and egging on the 'enthusiastic youngsters' who were all praising Pakistan.

Irony may have died a thousand deaths on radio and in Srinagar.

When nearly 70 percent of voters came out to participate in the recent assembly elections in J& K, it was assumed to be a mandate for peace, a stamp of approval on the Indian democratic traditions.

Instead, we are hearing pro-Pak slogans.

When Narendra Modi and his nationalist party allied with Mufti to form the government, it was assumed that the Valley would turn saffron. Instead, separatists like Masarat must be feeling proud seeing how green his Valley is today.

The tone of Geelani's speech, and the zest of his supporters, suggest that the tricolor is under a cloud, and the crescent and star is rising again.

"Before resolving the Kashmir issue and taking everyone on board including separatists and Pakistan, Mufti should make his views public about whether he accepts that Kashmir is under Indian occupation and whether people should be given the right to self-determination or not," Geelani said.

"Mufti recently termed J&K as the crown of India but he must know that Indian forces have killed six lakh people and grabbed the J&K territory by using its military might. Mufti wants status quo but we reject it and make it to clear to him that people of J&K want complete independence," he added.

Is this what Mufti had hoped to hear when he rolled out his 'politics of sentiments' in the Valley? After all, he has gone out of his way over the past few weeks to mollycoddle separatists and humour Pakistan.

Soon after being sworn-in, he thanked Pakistan, Hurriyat and hardliners for allowing free and fair elections in the state. A few days later, he decided to free Alam. And, somewhere in between, he demanded that the remains of Afzal Guru be handed back to the family.

Obviously, Mufti is not getting it right.

Already, people in the Valley are arguing that the PDP-BJP alliance will not lead to any dramatic solution of the Kashmir problem. And that Mufti's gestures are futile.

In an acerbic criticism of the alliance, Dr Syed M Inayatullah Andrabi recently argued in local daily Kashmir Reader that "Kashmir politics has only two opposite poles, one camp regards accession to India as final, the other resisting it and holding that people of J&K are yet to decide their political future through a free and fair plebiscite. PDP and BJP subscribe to the former and as such are on the same side. As regards other ideological areas, for example, those relating to social, economic, and foreign policy issues they can have differences but that is irrelevant here."

Obviously, Kashmiris are not impressed by Mufti's strategy. Even terrorists and their supporters in Pakistan are not willing to give him a chance. Kashmir is once again back to where it all began: Demands for azaadi, talk of plebiscite and anti-Indian rhetoric.

"People of this country have blessed us like Lord Shiva and given us very big responsibility. BJP will never compromise on national interest, merely to remain in power in J&K," BJP chief Amit Shah had said, addressing BJP workers in his assembly constituency Naranpura in March.

"The government (in J&K) has been formed only to solve Kashmir issue and I have full trust that we will find a solution to this issue," he had further promised.

If only Shah had tuned in to Geelani radio on Wednesday, he would have realised that his promise of a solution is turning out to be just another jumla.

Mulayam Singh Yadav declared leader of the nameless party - Daily News & Analysis

Combined strength of the new entity could give a tough time to the BJP in Rajya Sabha to get through several of its legislations

The six constituents of Janata Parivar declared their official merger on Thursday by naming Samajwadi Party supremo Mulayam Singh Yadav as the chairman of the new nameless entity.

Declaring the merger as official, veteran JD (U) leader Sharad Yadav said, "All six constituents of Janata Parivar –SP, JDU, JDS, INLD, RJD and SJP have unanimously chosen Mulayam Singh Yadav as the leader of the new party. He will also be the head of the parliamentary board."

Taking a dig at the Modi government, Mulayam Singh said, "This is first government which never consulted opposition. Communal forces have become really haughty and that is the reason why we have united. We will not only defeat them in coming elections in Bihar but also in other states."

The meeting also constituted seven member parliamentary board under Mulayam Singh - HD Deve Gowda, Ramgopal Yadav, OP Chautala, Lalu Yadav, Sharad Yadav and Kamal Morarka to decide on new party's name, symbol and basic aims and objectives.

The occasion was marred during initial minutes by slogan shouting activists of the Sangh Parivar who landed at the venue, Mualyam Singh Yadav's house, where no cadre of the Janata Parivar was present.

Their appearance was indicative of BJP getting restive because of the merger, which is banking on its Lok Sabha performance reflecting in the forthcoming Bihar assembly elections.

The constituents of Janata Parivar and the Congress together had captured a vote-share of nearly 45 per cent while the BJP got 37 per cent. The split in the Opposition votes had given an advantage to the BJP, which swept the state.

However, on the face of it, the BJP was dismissive of the merger saying it concerned only "parivar (families)" and not "Janata (people)". Dubbing it as an idea that will fail, the BJP dubbed it as anti-poor and anti-dalit.

"They have misled the poor and the farmers. They are anti-dalit because they are opposing the land bill which will ensure employment to them," BJP national secretary Shrikant Sharma said.

The combined strength of the new entity in the Rajya Sabha could give a tough time to the BJP to get through several of its legislations, including the land bill. In Rajya Sabha, SP leads the pack with 15 members while JD-U has 12 and INLD, JD(S) and RJD one MP each. Their total number in the Upper House is 30. While, in Lok Sabha SP has five members followed by RJD with four MPs while JD-U, JD(S) and INLD each has two members, giving the grouping a total of 15 members in the Lower House.

In Parliament, Mulayam could be the leader of the new group in Lok Sabha while Sharad Yadav could be named its leader in Rajya Sabha. Curiously, leading face of the SP, Ramgopal Yadav was absent at the meeting and the leaders present did not take any questions from the media that was eager to know the reason of his absence.

Statues vandalised in Agra church, dog chain wrapped around Mother Mary idol - Hindustan Times

Unidentified people on Friday damaged four statues of Mother Mary and wrapped a dog chain around one of them in an early morning vandalism at a church in Agra, the latest attack on minority-run institutions in the country.
 
The incident comes barely weeks after a 71-year-old nun was raped in a West Bengal convent, a case that shook the nation and triggered widespread protests.
 
Police said the vandals dislodged and damaged four statues of Mother Mary while putting a dog chain on one of them at the St Mary Church, located in the Pratabpura area in the city of the Taj Mahal.
 
"The intruders intended to hurt our religious sentiments as they placed the head of child Jesus Christ in the hand of Mother Mary and attached a dog chain to the neck," said Father Moon Lazarus, the head priest of the church.

The persons also broke window panes of a car parked inside the church premises.
 
The incident occurred at around 3.30 am, according to a complaint lodged with police by Father Lazarus.
 
The priest said the he was awakened by the car's alarm going off after it was damaged but the intruders managed to escape after jumping over the perimeter wall.
 
Church officials said members of the Christian community will hold a protest march later in the day.
 
Senior police officials including the senior superintendent of police Rajesh D Modak visited the church premises and assured action against the culprits.
 
"It seems to be handwork of someone with sick mentality… the culprits would be brought to book soon," said Aseem Chaudhary, the Agra sadar circle officer.

RBI governor Raghuram Rajan gets threat mail from 'ISIS', security beefed up - Zee News

Mumbai: Reserve Bank of India (RBI) governor Raghuram Rajan has received an e-mail threatening to eliminate him.

As per reports, Rajan had received the mail earlier this month from the ID isis583847@gmail.com. As the ID bears the name of Islamic State of Iraq and Syria (ISIS), the Mumbai Police is not taking it lightly.

Maharashtra's Additional Chief Secretary (Home) KP Bakshi, meanwhile, said that the security detail of Rajan has been tightened. 

DNA newspaper, a part of Zee Media, has accessed some parts of the mail: "I have been given money by somebody to eliminate you. If you will pay me more than I have been paid, then we can decide on it," the mail said.

Mumbai police commissioner Rakesh Maria confirmed the development. "We have received a complaint that a threat e-mail was sent to the RBI governor. The email also contained the name of ISIS. We are not taking this lightly and all efforts are being made to trace the culprits," Maria told DNA.

As per the report, the Mumbai Police has approached the US-based Google Inc and sought details about the ID.

The report further added that the e-mail ID was accessed from outside India. What has added to the mystery was the discovery that the mail ID was being accessed from 10 different countries, including Australia, Italy, US, Canada, Nigeria, Poland, Belgium, Germany, Hong Kong and Ukraine.

Police suspect that a proxy Internet Protocol address was used to sent the e-mail.

PM Narendra Modi's strategy: Bashing of domestic opponents on foreign soil - Hindustan Times

Prime Minister Narendra Modi is not given to subtleties, especially when taking on his political rivals. But he has now taken his battles to foreign shores, raking up scams and corruption of the previous UPA regime in meetings during official trips abroad, in what is seen as a new trend in Indian politics. And most of these Congress-bashing have come while addressing the diaspora, which have given him rock star status where Modi has gone.

On Wednesday, the Prime Minister vowed to clean up the "mess" created by others and change the country's image from the one of "scams" to that of a skilled nation.

There was no doubt who Modi was referring to as others during a gathering of Indian community which was also attended Canadian prime minister Stephen Harper.

"Jinko gandagi karni thi, woh gandagi kar ke chaley gaye, par hum safai karenge (Those who had to create a mess, they have done so and left. We will clean it up)," Modi said, without elaborating.

Mod added the march of development has already started over the last 10 months – since the BJP-led government came to power at the Centre -- in a "transparent and corruption-free" environment.

The Prime Minister said while earlier two km length of road was being built per day, now 11 km in constructed in a day.

Just a few days ago in Paris, during an interaction with the Indian community, Modi had targeted the Congress-led UPA government over the coal scam.

He said that while coal block earlier allocation had raised questions even against the then PM, the same process now fetched over Rs 2 lakh crore from 20 of them. He also pointed out that earlier coal blocks were allegedly distributed in an arbitrary manner due to which the Supreme Court cancelled the allotments.

In his earlier tour of the US in September last year, the Prime Minister had taken a swipe at the Congress-led UPA, saying the earlier governments would keep harping on the number of laws they has come out with, but he has made it his mission to get rid of the "maze of useless" legislations.

"Earlier governments would keep harping that we have made this 'kanoon' (law) and that 'kanoon'... I have started a new one -- the old 'kanoon', I have thrown away the 'bekaar' (useless) ones."

"It was like a 'jaal' (maze) of 'kanoon', if one gets in, then they can't get out. I have set up a committee to examine them. If every day, I can end one law, then it will be an achievement," he said.

Rahul Gandhi returns to Delhi from Bangkok - Times of India

NEW DELHI: Congress vice-president Rahul Gandhi on Thursday returned to Delhi from his almost two-month long "unexplained" sabbatical, which had raised questions over his leadership of the party that is struggling to find its feet after a string of electoral defeats.

The 44-year-old leader arrived here at 11.15am on a Thai Airways plane from Bangkok, ending days of intense speculation over his return and amidst celebrations by party workers who burst crackers outside his residence.

Wearing a dark shirt and seated in the back seat of his vehicle, he arrived escorted by his security personnel and drove straight into the house without interacting with the waiting mediapersons.

The return of Rahul comes ahead of the party's planned farmers' rally here on the contentious land bill issue which he is likely to address.

The plane, which was scheduled to land at 10.35am, was delayed by 40 minutes, sources said. Shortly later, Rahul drove to his 12, Tughlaq Lane residence where his mother and Congress president Sonia Gandhi and sister Priyanka were waiting.

Rahul had left quietly before the Budget session began on February 23 but it is still not known where he had spent the days.

The party had then said that he "requested Congress president Sonia Gandhi for some time to reflect on recent events and future course of the party".

Ever since the announcement of his temporary break from political life, there has been speculation that he was unhappy with not getting a free hand to run the party, a contention which the party has officially denied.

Rahul's leave had come amid talk of an AICC session, where he was expected to be elevated as Congress president.

During his absence, several party leaders including former chief ministers Amarinder Singh and Sheila Dikshit came out in the open pitching for Sonia Gandhi to continue as president and raised questions over his leadership.

Congress leaders had announced that Rahul would be back by April 19 as he would be addressing a farmers' rally on land bill issue at the Ramlila maidan here on that day.

The rally is being held on the eve of the second phase of the Budget session of Parliament. Rahul had skipped the first phase which saw the Congress taking on the government over the land bill issue.

Party leaders voiced confidence that Rahul will provide leadership with dynamism and commitment and take pro-active measures.

"He is back and I have no doubt that he will be not only taking proactive measures but also with dynamism, with commitment provide leadership," Congress leader Anand Sharma said, adding that farmers' issue has been close to Rahul's heart.

There are no 'item numbers' in politics: BJP

The BJP, meanwhile, took potshots at the Congress vice-president, saying he "ran away" as he had lost all confidence.

"From Nehru to Rahul, it is the withering away of the dynasty," BJP spokesperson Sambit Patra said.

"The Congress Party is saying that Mr Rahul Gandhi will conduct a successful kisan rally, to which we would say there is no item number in Indian politics or politics as such. You can't just reappear, attend a rally and then vanish again. You have to be serious," Sambit Patra said.

He added that Rahul's return from his sabbatical had hit the headlines for all the wrong reasons.

"This is for the first time in Indian politics that an important member of a political party was absconding for such a long period of time and his return has become news," said Patra.

India builds its first smart city as urban population swells

Gandhinagar: India`s push to accommodate a booming urban population and attract investment rests in large part with dozens of "smart" cities like the one being built on the dusty banks of the Sabarmati river in Gujarat.

So far, it boasts modern underground infrastructure, two office blocks and not much else. 

The plan, however, is for a meticulously planned metropolis complete with gleaming towers, drinking water on tap, automated waste collection and a dedicated power supply - luxuries to many Indians.

With an urban population set to rise by more than 400 million people to 814 million by 2050, India faces the kind of mass urbanisation only seen before in China, and many of its biggest cities are already bursting at the seams.

Ahead of his election last May, Prime Minister Narendra Modi promised 100 so-called smart cities by 2022 to help meet the rush.

At a cost of about $1 trillion, according to estimates from consultants KPMG, the plan is also crucial to Modi`s ambition of attracting investment while providing jobs for the million or more Indians who join the workforce every month.

His grand scheme, still a nebulous concept involving quality communications and infrastructure, is beginning to take shape outside Gandhinagar, capital of Gujarat, with the first "smart" city the government hopes will provide a model for India`s urban future.

"Most (Indian) cities have not been planned in an integrated way," said Jagan Shah, director of the National Institute of Urban Affairs which is helping the government set guidelines for the new developments.

Among the challenges to getting new cities built or existing cities transformed is the lack of experts who can make such huge projects work and attracting private finance.

"To get the private sector in, there is a lot of risk mitigation that needs to happen because nobody wants a risky proposition," he told Reuters, stressing the need for detailed planning.

To build smart cities, India allocated 60 billion rupees ($962 million) in its annual federal budget for the financial year starting April 1, even as it spent just a fraction of last year`s allocation of 70.6 billion rupees, said Shah.

Gujarat International Finance Tec-City (GIFT), as the smart city is called, will double up as a financial hub, with tax and other breaks to lure banks, brokerages and other businesses.

Developed in partnership with IL&FS Engineering and Construction , it aims to compete with India`s own financial capital of Mumbai as well as overseas rivals like Dubai and Singapore.

Pressure on India`s existing urban centres is already intense, with cities like Mumbai gridlocked by traffic and hampered by poor infrastructure and a lack of amenities like parks and effective public transport.

Yet some experts believe that building new cities may not be the answer to India`s swelling urban population.

"To address India`s urbanisation challenge we have to start looking at our existing cities," said Shirish Sankhe, director at consultant McKinsey and Company, India.

He added that new cities would be only a small part of the solution relative to brownfield projects.

India has built planned cities in the past, including Chandigarh, designed by French architect Le Corbusier, and Gandhinagar itself. But the scale of its current push is unprecedented.

A bird`s eye view from atop one of the two office buildings on the 886-acre GIFT site, a venture which began when Modi was chief minister of Gujarat, shows little sign yet of the 9 billion rupees spent on the first phase.

But the sandy plain hides infrastructure including an underground tunnel for utilities, a first in India.

The government has yet to decide what exactly will make a city "smart", but the programme is expected to include building new centres as well as adapting existing ones.

A detailed definition with guidelines is due soon, said the National Institute of Urban Affairs` Shah.

Existing cities like Dholera and Surat in Gujarat, and Visakhapatnam in the east, have already begun work to transform into smart cities with help from companies such as Microsoft Corp , IBM Corp and Cisco Systems .

Beyond GIFT, greenfield projects are likely to face hurdles including land acquisition rights and lengthy approval processes, as well as finding the right location.

GIFT has the advantage of being flanked by a river on one side and a national highway on the other, and also sits between Gujarat`s political capital of Gandhinagar and its business hub of Ahmedabad, with a large international airport.

The key, experts say, is time.

"Physical masterplanning takes time. Complexity is built into this. And my sense is it is probably going to take longer than what most people think," said McKinsey`s Sankhe.

After stoking controversy with its demand that Muslims be stripped of their voting rights, Shiv Sena on Wednesday advocated compulsory family planning for Muslims and Christians to check their "rising" population.

"By only increasing the population, one can try and convert the country into Pakistan, but cannot give quality and healthy life to one's family," the BJP ally in Maharashtra said in an editorial in party mouthpiece 'Saamana'.

Sena backed the views of vice president of All India Hindu Mahasabha Sadhvi Deva Thakur on the issue though it did say that her choice of words may have been wrong.

"Sadhvi Deva says that the increasing population of Muslims and Christians is dangerous for the country and they should be, therefore, forcibly sterilised. She should have used the word family planning instead sterilisation," it said Thakur had on Saturday said Muslims and Christians must undergo sterilisation to restrict their growing population which was posing a threat to Hindus.

"The population of Muslims and Christians is growing day by day. To rein in this, Centre will have to impose emergency, and Muslims and Christians will have to be forced to undergo sterilisation so that they can't increase their numbers," Sadhvi had said.

Sena today said, "Sadhvi is not as educated as the Owaisi brothers (of AIMIM), thus may have chosen wrong words to convey her message. One can ignore her sterilisation words, but the fact is, their (Muslim, Christian) population and family planning remains a problem."

Sena said if All India Majlis-e-Ittehadul Muslimeen (AIMIM) leader Asaduddin Owaisi is truly concerned about the community, he should support the call for family planning and the cease of burqa-wearing tradition for Muslim women.

"Family planning will ensure that one can look after his family properly and provide quality education to children," it said.

The saffron party said by advocating sterilisation of Muslims, it wants 'quality living' for them.

"When we say Muslims should undergo sterilisation, our intention is that they should live happily," Sena said.

Sena had earlier courted controversy by demanding scrapping of voting rights of Muslims, saying the community has often been used for vote bank politics, evoking sharp reactions from several political parties which accused it of trying to inflame passions and divide people.

2G scam: Raja misled former PM Singh on policy matters, says CBI

New Delhi: In its final arguments in the 2G spectrum allocation case, the Central Bureau of Investigation (CBI) on Wednesday told the Special Court that ex-telecom minister A Raja had misled then PM Manmohan Singh on policy matters pertaining to 2G spectrum allocation.

The CBI also said 2G spectrum was granted to ineligible companies such as Swan Telecom Pvt Ltd and Unitech Wireless.

The investigating agency also alleged that A Raja had deliberately advanced the cut off date to favour accused firms in 2G allocation.

Former Telecom Minister A. Raja, DMK MP Kanimozhi and others, including top corporate executives, are facing trial in the case. In its charge sheet, CBI had alleged that there was a loss of around Rs 31,000 crore to the exchequer in the allocation of 122 licences for 2G spectrum.

CBI had alleged that there was a loss of Rs 30,984 crore to the exchequer in allocation of 122 licences for 2G spectrum which were scrapped by the Supreme Court on February 2, 2012.

The court has recorded statements of 154 CBI witnesses, including Reliance ADAG Chairman Anil Ambani, his wife Tina Ambani and former corporate lobbyist Niira Radia, running into over 4,400 pages in the case.

Besides Raja and Kanimozhi, former Telecom Secretary Siddharth Behura, Raja's erstwhile private secretary R K Chandolia, Swan Telecom promoters Shahid Usman Balwa and Vinod Goenka, Unitech Ltd MD Sanjay Chandra, three top executives of Reliance Anil Dhirubhai Ambani Group (RADAG) -- Gautam Doshi, Surendra Pipara and Hari Nair -- are facing trial in the case.

Directors of Kusegaon Fruits and Vegetables Pvt Ltd Asif Balwa and Rajiv Agarwal, Kalaignar TV Director Sharad Kumar and Bollywood producer Karim Morani are also accused in the case.

Besides these 14 accused persons, three telecom firms -- Swan Telecom Pvt Ltd (STPL), Reliance Telecom Ltd and Unitech Wireless (Tamil Nadu) Ltd -- are also facing trial in the case.

The court had on October 22, 2011, framed charges against them under various provisions of the IPC and the Prevention of Corruption Act dealing with offences of criminal conspiracy, cheating,forgery, faking documents, abusing official position, criminal misconduct by public servant and taking bribe.

The offences entail punishment ranging from six months in jail to life imprisonment.

The court had earlier said that out of 17, seven accused had not wished to lead evidence in their defence.

It had said Vinod Goenka, Swan Telecom (P) Limited (now Etisalat DB Telecom (P) Limited), Gautam Doshi, Reliance Telecom Ltd and Kanimozhi had mentioned in their statement under section 313 CrPC itself that they do not wish to lead defence evidence.

Later on, co-accused Balwa and Morani, who had earlier desired to lead defence evidence, did not examine any witness and their statements were recorded accordingly, the court had observed.

The Arvind Kejriwal-faction of Aam Aadmi Party, AAP, is likely to decide the action to be taken against dissidents, including Yogendra Yadav and Prashant Bhushan, for holding a rebel meet and criticising Arvind Kejriwal's "cult politics".

The duo on Tuesday mobilised hundreds of people and held an open dialogue called Swaraj Samwad. Though the two stopped short of forming a new political outfit, they lashed out against Arvind Kejriwal's "cult politics" and vowed to continue their "struggle for swaraj" without leaving the organisation.

This was the first meeting since Yadav and Bhushan were expelled from the party's Political Affairs Committee and National Executive last month.

Reacting to the meeting, senior AAP leader Ashutosh told HT on Tuesday that the two rebels have not been able to reconcile with the fact that they are out of AAP's key panels and the party may decide its of action on Wednesdy.

"Frankly, the party took this Swaraj Samwad quite seriously. We constantly monitored the proceedings. They want to create circumstances that would lead to a split in the party. They spoke openly against Arvind [Kejriwal] and the whole leadership. Obviously it has not gone down well with us. We may sit tomorrow (Wednesday) and take a call on what to do."

Calling the Swaraj Samwad a flop, Ashutosh said the party stands with party convenor and Delhi chief minister Arvind Kejriwal.

Ashutosh said, "Looks like it was a flop. AAP was confident from day one. Only a couple of AAP leaders were seen at the much-hyped meeting. If they thought they would be able to create a split in our MLAs, senior leaders, they were wrong. A lot of people seemed to have been brought in from nearby areas. Yadav and Bhushan have not been able to digest the National Council verdict last month where 247 members voted against them as opposed to only 8 in their favour. It was a reflection of the party mood across states. The party today stands firmly with Arvind."

The decision not to walk out of the AAP emerged after an eight-hour-long meeting of supporters from various states, a resolution was passed to set up the new group -- Swaraj Abhiyan-- which will try to establish the concept of "swaraj" and work for strengthening "alternative politics."

Speaking to HT, Yogendra Yadav said they opted to remain within the party to "cleanse it".

"The meeting has highlighted that we were not the only ones who were dissatisfied with the working of the party. The large turnout signifies that people believe that all hope is not lost. We would organise similar events throughout the country."

When asked what he thought of being called a rebel and anti-social, Yadav said, "I like the word 'rebel'. It has been used for some of the most distinguished freedom fighters. But it still carries the hint of negativity. I would focus all my energies on building something positive than trying to oppose anyone. I have drawn a line on criticism."

Shiv Sena Wins High-Profile Bandra By-Poll, Former Chief Minister Narayan ... - NDTV

Mumbai:  BJP allies, the Shiv Sena and the Akali Dal, brought good news home today, winning important by-elections to the Maharashtra and Punjab assemblies respectively.

The Shiv Sena has retained the high-profile Bandra (East) constituency in Mumbai in what became a prestige battle with the Congress fielding former chief minister and former Sena man Narayan Rane.

Trupti Sawant, the wife of legislator Prakash Sawant whose death necessitated the by-election, has won the seat by over 19,000 votes. It is a big blow for Mr Rane for whom this had also turned into a fight for political survival after a defeat from his home turf of Sindhudurg in coastal Konkan in the assembly elections last year.

As jubilant Sena workers launched colourful celebrations in Mumbai, party chief Uddhav Thackeray said, "It is not important that we defeated Rane. What's important is that we won. That's what makes us happy. Muslims have also voted for us." Mr Rane had joined the Congress after quitting the Shiv Sena in 2005.

Before the elections, he had described Mr Rane as an "imported candidate."

Bandra East is all the more important for the Sena as it houses the famous Thackeray residence, 'Matoshree'.

In another by-election in Maharashtra, Sharad Pawar's Nationalist Congress Party retained the Tasgaon-Kavathe Mahankal constituency in Sangli district.

In Punjab, the Shiromani Akali Dal has wrested the Dhuri assembly seat from a deeply-divided Congress.

Akali candidate Gobind Singh Longowal, a former minister and three-time legislator, defeated Simar Partap Singh, a joint candidate fielded by the Congress and Sanjha Morcha. The victory has ensured that the Akali Dal now has 59 seats in the 117-member Punjab assembly, one more than the half-way mark on its own. The BJP has 12, the Congress 43.

Both the Shiv Sena and the Akali Dal partner the ruling BJP at the Centre and also in their respective states, where their alliances are in power. The Shiv Sena, however, ceded its position as senior partner in Maharashtra to the BJP by winning fewer seats in national elections held last year and also in the assembly elections some months later.

Chhattisgarh police hound martyr cop's family to return aid - Hindustan Times

The police force of Chhattisgarh, which has registered the highest casualties in operations against Maoists, has been hounding the family of a policeman killed by rebels by asking it to return money it was given to perform his last rites.
 
Constable Kishore Pandey was killed in a gun battle with Maoists in May 2011 at Gariaband, 90 km from state capital Raipur. As his family was not economically well-off, immediate assistance of Rs 10,000 was provided to Pandey's relatives from a non-public fund by police in Gariaband district.
 
The first notice asking the family to return the amount was issued in June last year and the second was served on April 12.
 
The efforts by police officials to recover the money sparked outrage after several TV news channels reported the matter. The opposition Congress described it as an insult to the martyred policeman.
 
Following the outrage and strong reactions, state police headquarters cancelled the notices served to Pandey's family as part of a damage control exercise.
 
"The amount given to the family was part of a welfare fund created by the district police personnel who annually contribute to it as per their ranks. The objective is to immediately offer money during a crisis and emergency. The amount has to be returned later," Gariaband superintendent of police Abhishek Pathak told Hindustan Times.
 
Pathak said the issue had been pending since 2011 as Pandey's mother been given financial aid worth Rs 5 lakh by the state government.
 
Police believe there was nothing wrong in serving the notice since the amount given to Pandey's family was actually the contribution of police personnel, officials said. 

Since 2011, 235 security force personnel have died in Chhattisgarh fighting Maoist rebels.

2.00 pm: In an apparent dig at Kejriwal, Yogendra Yadav says he is amazed that AAP, which was formed on the basis of democracy, is now afraid of dialogue.

"One opinion is that everything is fine with party leadership and we should trust them, while the other is we should struggle or form another party," says Yadav, when asked about future course of action.

By evening a final decision will be taken, Yadav further said.

9.15 am: Kejriwal confidante Sanjay Singh warns if any MLA or elected worker attends the rebels' meet 'Swaraj Samvad', then the leadership will decide on further action in the next meeting of the National Executive.

"If any MLA or elected representative of party attends it, then we'll decide on further action when PAC and NE members meet in future," Singh maintains.

According to reports, the meet has been called by the duo to decide their future course of action after being expelled from the party's decision-making bodies.

However, sources close to Yadav and Bhushan said the rebel camp will not announce floating of a new party, but will raise issues of inner-party democracy and transparency in the organisation at the event.

Yadav said they have received tremendous response from the volunteers across the country and this has compelled them to change the venue.

"The agenda for Swaraj Samvad will be plight and direction of the alternate politics. We will also discuss on what should the direction be," he said.

The entire convention will be streamed online.

Bhushan and Yadav, who are co-founders of the AAP along with party chief and Delhi Chief Minister Arvind Kejriwal, have pledged to approach the Supreme Court and the Election Commission against their sacking.

Anand Kumar, another AAP leader who was expelled from the National Executive last month along with Ajit Jha, said they had intended to call the meeting after 2013 Delhi Assembly polls, but it got postponed due to various reasons.

AAP's Timarpur MLA Pankaj Pushkar, tribal activist Soni Sori and rights activist Aruna Roy are expected to attend the event.

The Yadav and Bhushan camp has also said that over 100 candidates who had contested on AAP ticket in the Lok Sabha polls will attend the event.

"I think as far as declassification is concerned, to the best of my knowledge at the moment, I think the whole family is united. But there are differences of opinion as far as the plane crash theory is concerned. But the majority of the family as of now do not believe in it," Bose told Smita Prakash, Editor (News) of ANI.

"Because that (plane crash opinion) is based on what is available in the public domain, what we have seen, what the three commissions of inquiries have produced and what we have heard from reliable source," he added.

He told ANI that the meeting with Prime Minister Narendra Modi was cordial and went off very well, and that he had received an assurance from the former that he would look into the declassification matter of Netaji with all the seriousness at his command.

"It was a very cordial conversation and we discussed quite a few topics. We talked about the surveillance issue and the declassification of files. Those were the main topics to start with. Then, we of course, talked about technology, technology transfer and other things," said Bose.

"He said he will look into it seriously, and then, will make a decision. He said he will try his best to open them up because he himself hasn't yet seen any of those files. So, he said he cannot judge what the contents are like, or what they could be. So, it was a very honest answer I must say," Bose told Smita Prakash during the interview.

Bose also questioned the previous UPA Government, the Prime Minister's Office and the home ministry for not accepting the family's demand for the declassification of documents related to Netaji.

He said all the previous government was "quite volatile in saying that classified files in the Prime Minister's Office cannot be declassified."

He said that members of the Bose family were told that if the declassification of the documents was allowed, the government could face a law and order problem at home, as well as problems with friendly nations.

"He (Prime Minister Modi) at least promised to look into it and try his best to do something about it. I am hopeful," Bose told ANI.

On what he thought could be in the files yet to be declassified, a candid Bose admitted, "That is a difficult thing to guess because you don't know what is in those files. There may be nothing much of substance in there, but again, something much worse than the surveillance might come out of it."

"On the other hand, there may be some disappointing news about our great leader. So, you don't know. It's a guess work we can do. The only thing is we have to wait till these files are declassified and I told him (Prime Minister Modi), and I requested him, that he should declassify all the files, and he at least said, he will do his best," said Bose.

Asked if the revelations from the documents yet to be declassified could have an upsetting impact on the lives of people, Bose said, "I think we have much more major issues in the country. I don't think that will play that a major role in upsetting people's lives or their way of thinking."

He further stated, "You can't generalize, there are fractions of people who are very, I won't say emotional, but can get excitable at short notice. So, anything can happen."

He also said that he had not sought a timeline for the declassification process to be completed, and had only requested the Prime Minister to have the files opened as soon as possible.

"He (Prime Minister Modi) can do it; he has the power to do it. The Manmohan Singh government did not do it for other reasons. They did not want to do it, because, they probably felt that it is going to bring out a lot of bad news for the Nehru dynasty," Bose told ANI.

"We want the truth to come out and also diplomatic missions and the government should no longer propagate untruth about the freedom struggle. It is not just Gandhi's non-violence, non-cooperation that brought India its freedom. It was Subhash Bose and his INA that gave the final blow, which sent the British packing, and this has been admitted by (British) Prime Minister (Clement) Atlee, by Lord Mountbatten (the last Viceroy of British India), when I and my father met him in London, in 1977," said Bose.

He was equally emphatic in saying that it was not only the Bose family that wanted closure in aright manner on the issue, but also many of his followers spread across South and South East Asia, besides in the West.

"Well I don't think it is just the family; you see there are enough Subhash Bose followers all over India, all over South East Asia who were hurt. I mean, a foreign minister of Japan, Mamoru Shigemitsu, as well as a former Prime Minister of Japan, Hideki Tojo, co-hailed Netaji as the hero of Asia. Not just a hero of India, but a hero of Asia. And in Japan, he (Netaji) is held in the highest esteem," said Bose.

Elaborating on personal equations within the family, Surya Bose told ANI, "My father (Amiya Nath Bose), I think, was the closet to the elders, Sarat Chandra and the Subhash Chandra. In fact, those three were always very close as far as you know the political movement was concerned, and they all discussed things with each other."

He added, "In fact, my father Amiya Nath and Subhash, they used to share the same bedroom and Subhashji used to come back pretty late, at midnight, after his all political meetings, and he used to wake up my father, and say 'wake up, now, let's talk about politics.'"

Surya Bose said they used to discuss Gandhi, Nehru, (Sardar) Patel, (Maulana Abul Kalam) Azad and all the other politicians, and about the political scene.

"He was very mature for his age, my father, when he went to England to study further, and set up the committee of young Congressmen, which supported the Indian freedom struggle," Bose told ANI.

He described this whole episode of surveillance on the Bose family as quite shocking.

"But that happens in the best of the families also. This was on a much larger scale; let's put government surveillance on certain individuals and particularly on a particular family," he said.

Meanwhile, another grandnephew and the official spokesperson of Netaji's family, Chandra Bose said, "Modiji assured Bose family that he'll see to it that proper scrutiny is carried out. PM said his government believes in truth, Surya Bose is very happy with the meeting."

"The momentum that has built up, everyone is asking for transparency," he added.

Chandra Bose had earlier said, "The time has now come to declassify Netaji files. Saying it would affect India's relations with other nations is simply a lame excuse. The Modi government has been talking of transparency and now it is the time to provide transparency by releasing those files which will tell us what happened to Netaji during his last years."

Bose was responding to two recently declassified IB files that had revealed that former Prime Minister Jawaharlal Nehru's government had ordered surveillance on Netaji's kin between 1948 and 1968.

Farmers' groups dub it 'blatant abuse' of President's power

In a rare move, the Supreme Court on Monday agreed on the basis of a PIL to examine the constitutionality of President's power to re-promulgate an ordinance on the ground that it subverted legislative process.

The Supreme Court issued notice to Centre on the question of validity of the re-promulgation of the land acquisition ordinance by the President on April 3, 2015.

A bench led by Justice J.S. Khehar also sought the government's stand on a plea to "hand over" all records leading to the re-promulgation.

The order was passed on a petition filed by several farmers' bodies terming the re-promulgation and the manner the government got it done by proroguing the Rajya Sabha on March 28 as a "textbook example of blatant abuse" of the President's power under Article 123 of the Constitution.

Issuing notice, Justice Khehar however told senior advocate Indira Jaising, for the farmers, that there is a possibility that the petition may become infructuous "in a little while".

The bench was hinting at the probability that the Rajya Sabha, once it reconvenes on April 23, may after all pass the Land Bill without much ado.

An ordinance has life of six months if promulgated when the session is not on. Once the parliament is in session, the land ordinance would expire in six weeks.

The April 3 ordinance has incorporated all the nine amendments introduced when it was passed in the Lok Sabha. The ordinance only requires the nod from the Upper House to become law.

Dismissing Ms. Jaising's protests for an urgent hearing, Justice Khehar gave the government four weeks to reply.

"We may not agree with you on the ordinance once we read the government's reply," Justice Khehar told Ms. Jaising.

"This is for the first time this court is hearing such a matter. Most cases have been challenges on ordinances promulgated by State Governors... Four weeks? It seems Your Lordships want my petition to be infructuous," Ms. Jaising responded.

The petition alleges that promulgation of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Re-settlement (Amendment) Ordinance, 2015 on April 3 by first proroguing the Rajya Sabha on March 28 was a "clever device and ruse" adopted by the government which subverts the legislative process of the Rajya Sabha.

"Lack of political will or consensus or the fear of the Executive of getting defeated on the floor of the House, is not a ground for exercise of power under Article 123 (power of the President to promulgate Ordinances during recess of Parliament)," said the petition, seeking the Ordinance be declared unconstitutional.

The petition is settled by senior advocate and former Additional Solicitor General Indira Jaising for four farmers' welfare associations – Delhi Grameen Samaj, Bharatiya Kishan Union, Gram Sewa Samiti and ChogamaVikas Avam – variously based in Delhi and Uttar Pradesh.

The petition alleged that a fraud has been played on the Constitution.

Ordinances cannot be a substitute for Legislative law-making, more so after the Bill has been passed by the Lok Sabha and not by the Rajya Sabha, it said.

"This Ordinance does not even indicate what is the extraordinary situation necessitating it... the Supreme Court has categorically held that 'Ordinance Raj' is impermissible and in fact a fraud on the Constitution," the petition contended.

It called the re-promulgation of the Land Ordinance a "colourable exercise of power on the part of the Executive".

In the instant case, the Land Bill was passed on March 10, 2015. However, ten days later, the Houses were adjourned on March 20.

The Rajya Sabha was thereafter prorogued on March 28, shortly before the Ordinance was promulgated on April 3.

Of dead cows and Dalits: Revisiting Babasaheb Ambedkar's inconvenient history ... - Firstpost

"He saw the universal brotherhood of Islam uniting just Muslims. He was critical of the spirit of aggression of political Islam that takes advantage of the weakness of Hindus and follows gangsterism," declared Prafulla Ketkar, editor of the RSS mouthpiece Organiser, expounding on his publication's controversial edition commemorating BR Ambedkar's 124th birth anniversary.

Ketkar went on to claim that Ambedkar supported 'reconversion', saying, "In a way, he also supported ghar wapsi. That he converted to Buddhism after Gandhi's death and as per his promise to Gandhiji chose the religion closest to Hinduism after giving a lot of time to Hindu society."

The attempt of the RSS to focus on Ambedkar's purported disdain for Islam, of course, diverts attention from his withering analysis of Hinduism, the pathetic social status it accords to Dalits, and the legitimising of their exploitation. It also elides the reasons why Ambedkar converted to Buddhism, and inspired a segment of Mahars in Maharashtra to convert to do the same in 1956.

Through conversion, Dr Ambedkar subtly sought to overturn the centuries-old triumph of Brahmanism over Buddhism, the consequence of which he thought was Hinduism as we know it today – and which he ultimately rejected. For the RSS bosses wishing to reconfigure Ambedkar's thoughts through an undue emphasis on just an aspect of his prodigious writings, it might make tremendous sense to read his The Untouchables: Who Were They and Why they Became Untouchables?

From dead cow to sacred cow

Reading Ambedkar's writing will be particularly edifying for the RSS bosses who are currently spearheading the movement to expand the ban on cow slaughter to include bullocks and oxen, besides imposing punishment for its violation far more severe than what even committing of social crimes invite. The ban on cattle-slaughter, as we all know, has been justified because it is said to hurt the sentiments of all Hindus.

However, in The Untouchables, Ambedkar's analysis links the untouchable status of certain castes to their eating of the dead cow. This became a marker of untouchability because of the historical process through which the consumption of beef became a religious taboo.

As Dr Ambedkar writes, "… If beef-eating had remained a secular affair – a mere matter of individual taste – such a bar between those who ate beef and those who did not would not have arisen. Unfortunately beef-eating, instead of being treated as a purely secular matter, was made a matter of religion. This happened because the Brahmins made the cow a sacred animal. This made beef-eating a sacrilege."

In contrast to the extant RSS commentary claiming that the cow had been a sacred animal for all Hindus from time immemorial, Dr Ambedkar cites from innumerable ancient texts to show otherwise. "In Rig Veda (X. 86.14) Indira says, 'They cook for one 15 plus twenty oxen.' The Rig Veda (X. 91.14) says that for Agni were sacrificed horses, bulls, oxen, barren cows and rams. From the Rig Veda (X, 72.6) it appears that the cow was killed with a sword or an axe."

He quotes Taittiriya Brahmana to show it described even the kind of cows and oxen to be sacrificed for different deities. "Thus, a dwarf ox is to be chosen for sacrifice to Vishnu; a drooping horned bull with a blaze on the forehead to Indra as the destroyer of Vritra; a black cow to Pushan; a red cow to Rudra; and so on," Dr Ambedkar writes.

He also records a fact which is well known – the killing of cow in honour of the guest had become so rampant that it inspired the synonym of go-ghna, or the killer of the cow, to describe him. The Ashvalayana Grahya Sutra, he says, advises people to let loose their cows to evade adhering to the social norm demanding they be slaughtered at the arrival of guests.

Perhaps feeding beef to guests became a binding socio-cultural norm because the performance of religious rituals included sacrificing the cow. For the non-Brahmins, however, the cow was a prohibitively expensive animal, sacrificed to propitiate deities only on special occasions.

"But the case with the Brahmin was different," Dr Ambedkar notes. "In a period overridden by ritualism there was hardly a day on which there was no cow sacrifice to which the Brahmin was not invited by some non-Brahmin. For the Brahmin every day was a beef-steak day." Considering the grip of Brahmins over the society, and the importance of the cow in the agrarian economy then, it was only natural for societal reaction to set in.

Buddhist roots of the beef ban

This reaction against the Brahmin facilitated the rise of Buddhism, which, contrary to the popular belief in India, did not ban cow-slaughter, but imposed certain restrictions on it – that is, what was needless and unnecessary. Since Buddhism was opposed to the extreme, suffocating ritualism of the Brahmin, the practice of cow-slaughter began to wane.

However, Buddhism did allow people to eat beef, not even banning it for Buddhist monks. Dr Ambedkar quotes the Chinese traveller Yuan Chwang to say the Buddhist monks were disallowed to eat the flesh of those animals "which they had seen put to death for them, or about which they had been told that it had been slain for them… (or) not suspected by them to have been on their account." Barring these three types – described, rather evocatively, as "unseen, unheard, unsuspected" – they could otherwise eat meat of any animal, including of those which died naturally or was killed by a predatory creature.

The rise and consolidation of Buddhism dethroned the Brahmins, so to speak, from their pedestal of prestige, prompting them to rethink the strategies to re-establish their supremacy. The mere banning of animal sacrifice for religious purposes wouldn't have sufficed, Dr Ambedkar speculates, because it would have only put them on par with the Buddhist monks. The Brahmin's goal, he argues, was to occupy the place of honour the Buddhist monk had acquired by "their opposition to the killing of the cow for sacrificial purposes."

Dr Ambedkar goes on to write, "To achieve their purpose the Brahmins had to adopt the usual tactics of a reckless adventurer… It is the strategy which all rightists use to overcome the leftists. The only way to beat the Buddhists was to go a step further and be vegetarians." Thus, the practice of cow-slaughter was abandoned and vegetarianism began to be considered virtuous.


As Hinduism began to stage a comeback and Brahmins started to again enjoy royal patronage, the cow acquired a sacred status, its killing deemed a sacrilege. "Cow-killing was made a mortal sin or a capital offence by the Gupta kings who were champions of Hinduism," notes Dr Ambedkar. He quotes historian D.R. Bhandarkar, who in his Some Aspects of Ancient Indian Culture cites a copper plate inscription, dated 465 AD and belonging to Skandagupta's reign, which equates gau-hatya, or cow-slaughter, with brahma-hatya, or the slaying of a Brahmin. This equivalence is more or less echoed in an earlier inscription of 412 AD. It was from then on cow-slaughter began to be considered a mortal sin.

Beef becomes a caste marker

Barring the untouchable castes, why did other non-Brahmins forsake beef? Ambedkar says it was because inferior classes tend to imitate the lifestyle of superior classes – which the Brahmin had become at least from the Gupta period. He goes on to ask a pertinent question: Why did the untouchable castes not give up eating beef? Incidentally, Ambedkar refers to them as the Broken Men, or tribes which were vanquished and routed and compelled to live outside the villages.

Dr Ambedkar says these castes, or the Broken Men, were too penurious to slaughter cows for their consumption. They, perforce, had to eat the flesh of cows which died naturally. When cow-slaughter was proscribed and declared sacrilegious, the Broken Men were allowed to consume the flesh of the dead cow – after all, they were eating what they had not killed, but had died naturally. It did not flout the violation of the ban. The meat of dead cow given to them free was, and still remains in large parts of India, their principal food of sustenance.

In fact, Ambedkar says castes such as the Mahars traditionally enjoyed the right to remove and carry away dead cows from the houses of those who owned them. But what was once a privilege became an obligation, says Ambedkar. He observes, "As they could not escape carrying the dead cow they did not mind using the flesh as food in the manner in which they were doing previously."

Obviously, obligations almost always have the force of sanction. There is inherent compulsion built into this system. Ambedkar notes perspicaciously, "There is no community which is really an Untouchable community which has not something to do with the dead cow. Some eat her flesh, some remove the skin, some manufacture articles out of her skin and bones."

Obviously, beef isn't a taboo for Dalits even today. The inclusion of cattle in the market economy – to be sold, bought, and slaughtered – the increase in cattle population, the consequent cheaper price at which its meat can be purchased, are all factors why Dalits wouldn't hesitate to consume beef.

This is why the RSS-inspired ban on cow-slaughter remains as much a cultural imposition as it was centuries ago. Just as the Gupta dynasty harnessed their power in the fifth century to declare the killing of cow as a mortal sin or fit for capital punishment, so is the RSS exploiting the BJP's majority at the Centre to expand the ban on cow-slaughter to include the bull and the bullock.

In this endeavour to further its cultural project, Ambedkar's writings become an obstacle difficult to surmount. It just suits the RSS to project him as anti-Muslim, forgetting his defining interest was to guide the Dalits to walk the path most favourable to their interests. Islam and Hinduism were weeds or, at best, irrelevant overgrowth slowing the march of Dalits to win honour, respect and, above all, their rights.

Congress MLA Ruminath arrested for alleged car theft racket - Hindustan Times

A controversial MLA of the ruling Congress in Assam, Rumi Nath was arrested on Tuesday over her alleged links with a pan-India car theft racket, police said.
 
Her alleged links with the racket came to the fore after the arrest of her estranged second husband Jacky Zakir, who is said to be close to arrested car theft kingpin Anil Chauhan.
 
Chauhan, who was arrested by Guwahati police and was wanted in a number of cases in Delhi and Mumbai besides other states, was issued Assam assembly car passes on the recommendation of Nath.
 
"We have arrested her from the MLA hostel at around 7 am. At present, she has been kept at Dispur police station. During the day, we'll produce her in court and seek police remand," said Suprotive Lal Barua, assistant commissioner of police in Guwahati.
 
Nath, who represents Borkhola in Cachar district, had earlier courted controversy after had married Zakir in 2012 by converting to Islam and without divorcing her first husband.

The duo was subsequently assaulted by a mob at a Karimganj hotel in July 2012. They parted ways last year and are living separately since then.
 
Last year, an explicit video also surfaced, purportedly showing Rumi Nath undressing in front of a webcam while "chatting" with an unidentified person.
 
On Monday, the MLA had appeared before the press and said that she was not absconding.
 
"I am not absconding. I am innocent. Seeking anticipatory bail does not mean I am guilty. If I am proved guilty, I am ready to go to prison," she had said.
 
Earlier, the Gauhati high court had rejected her two anticipatory bail applications in connection with two separate cases registered in Guwahati.
 
She had filed for anticipatory bail on April 9 following the arrest of Zakir, who was picked up on April 8 from his house in Badarpur in Karimganj district, while Nath's personal security officer (PSO) Bedabrata Barpatra Gohain was caught from the special branch headquarters in the state capital.
 
According to police, one of the luxury cars used by Zakir is suspected to be a stolen one and sold by Chauhan to Nath who had allegedly "gifted" it to him.
 
The assembly secretariat too had issued a notice asking Nath to explain why she recommended issuance of car passes to the alleged car lifter, to which Nath responded by
saying that she had signed the car pass application form of Chauhan's wife who is a Congress worker.
 
"I have no connection with Chauhan, but only know his wife who was also a Congress worker. This is just a political conspiracy to defame me... I have full faith in the law of the land and will cooperate with the police at every step," Nath had said.
 
Assam Congress president Anjan Dutta has subsequently issued a showcause notice to Nath for her alleged involvement with the notorious car lifter.

In a petition filed in the apex court by the Punjab home department, it was maintained that despite sufficiently strong evidence being present against Lakhvi, the Lahore court's Justice Anwarul Haq ignored it and ordered Lakhvi's release on April 10, Dawn online reported.

The apex court has been requested in the petition to suspend the Lahore High Court's decision to release Lakhvi and order that his detention be restored under the Maintenance of Public Order (MPO).

The Punjab government had previously maintained that Lakhvi has been detained based on "sensitive information" provided by intelligence agencies.

Lakhvi had challenged his fourth one-month detention on March 14, upon which the Lahore High Court had ordered his immediate release.

Lakhvi is among seven persons charged with planning and helping to carry out the 2008 Mumbai terror attacks.

The six other men facing trial in Adiala Jail for their alleged involvement in the Mumbai attacks are Hammad Amin Sadiq, Shahid Jamil Riaz, Younas Anjum, Jamil Ahmed, Mazhar Iqbal and Abdul Majid.

At the time of the attacks, Lakhvi was believed to be the operational head of the banned Lashkar-i-Taiba (LT) that has been accused by India of carrying out the attacks in India's financial capital.

Lakhvi, along with Zarar Shah, was allegedly the key planner of the attack in which 166 people were killed.

HANNOVER: India has a huge potential to become a global manufacturing hub, Prime Minister Narendra Modi said on Monday as he invited the whole world to partner with the fastest growing economy in this endeavour.

"The entire world is looking at India. Demography, democracy and demand are attracting the world to India," Modi said as he along with German chancellor Angela Merkel inaugurated the 'India Pavilion' at the Hannover Messe, the world's largest industrial fair.

India is the partner country at the fair. "Not only Germany, the whole world is looking at India," Modi said.

"Low-cost manufacturing, efficient governance and no-defect manufacturing makes India a global engine in the manufacturing centre," he said, adding there is a huge potential of India becoming a manufacturing hub.

The Prime Minister invited the whole world to come to India and increase their partnership with the country and make use of the opportunities India offer to scale new heights of success.

"All kinds of rating agencies of the world are saying India is the fastest growing economy," he said.

Merkel said she was impressed with what India is showcasing at the fair.

"India is a country with a lot of young people, people who want jobs, want to see their country developed and evolved," she said.

"I think Hannover fair would allow us to turn a new chapter in our relationship. Let me assure you that Germany stands ready to develop this partnership," she said.

After inaugurating the India pavilion, the Prime Minister took a tour of Indian stalls and the rest of the venue.

He also offered tea and snacks to the German Chancellor at the 'India Pavilion'.

Congress president Sonia Gandhi also congratulated Sania and applauded her commitment and determination. In her message, Gandhi said Mirza has made the entire nation proud.

Cricket great Sachin Tendulkar said Mirza was an inspiration for upcoming tennis players. "Congratulations to @MirzaSania on being crowned World No. 1 in Doubles. Terrific achievement and will inspire more to pursue the sport," Tendulkar tweeted.

Women's badminton player Saina Nehwal, who hails from Hyderabad and was briefly ranked No. 1 in singles earlier this month, also congratulated Mirza.

Chinese hackers targeted India, SE Asia for decade: Report - Hindustan Times

A cyber espionage group most likely sponsored by China has been snooping on governments and businesses in Southeast Asia and India undetected for the last ten years, Internet security company FireEye said Monday.
 
FireEye said the hackers, dubbed APT30, have been systematically stealing "sensitive information" since 2005, targeting governments, corporations and journalists with interest in China.

"Based on APT30's confirmed targets and their intended victims, the group's interests appear to concentrate on Southeast Asia regional political, economic and military issues, disputed territories and topics related to the legitimacy of the Chinese Communist Party," the report said.

It said the campaign differs from other hacking outfits mostly in its scale and longevity, leading researchers to believe that it must be state-sponsored -- and the focus of the group's interests point to China.

"Such a sustained, planned development effort, coupled with the group's regional targets and mission, lead us to believe that this activity is state-sponsored -- most likely by the Chinese government," said the report released by FireEye's regional headquarters in Singapore.

There was no immediate reaction from China, but Beijing has always denied allegations of cyber espionage.
FireEye said the cyber espionage group has consistently developed and refined its tools over the past 10 years to carry out its operations.
Bryce Boland, FireEye's chief technology officer for the Asia Pacific, said in a blog post that the region has some of the highest levels of targeted cyber attacks worldwide and many of these go undetected.

"This group (APT30) has been able to operate successfully and remain undetected for many years and has not even had to change their attack infrastructure -- a clear sign that their victims don't realise this is happening," Boland wrote.

FireEye said the espionage group "expresses a distinct interest in organisations and governments associated with ASEAN, particularly so around the time of official ASEAN meetings" -- where issues like the South China Sea dispute and international trade are discussed.

It said the espionage group's data gathering tools indicate that it is "most likely trying to compromise ASEAN members or associates to steal information that would provide insight into the region's politics and economics".

At one point he derided Mr Obama claim to have opposed the Iraq war as "the biggest fairy tale I've ever seen".

He later seemed to compare Mr Obama to Jesse Jackson, the black civil rights leader who ran for president and twice won the state of Carolina on the strength of African-American votes.

The comments were presented to the media as evidence that Mr Clinton was being disrespectful of a black candidate, a charge that only further enraged the former president, who went on to lecture the press in a series of confrontations.

Supporters of Mr Clinton staunchly deny the racial charge but admit the outbursts were unhelpful. "He was acting like a spouse when his wife was attacked and not a political tactician or a former president," said Matt Bennett, a Democrat strategist who worked in the Clinton White House.

Another danger is that the gregarious Mr Clinton simply steals the spotlight from his less extroverted wife. That risk was on display in Iowa last year, when both Clintons spoke at a local Democrat event but Bill quickly became the centre of attention.

For now the strategy appears to be that Mrs Clinton will travel on her own for the beginning of the campaign, meeting with small, intimate groups of voters rather addressing mass rallies.

Mr Clinton told Town & Country magazine that he would be "a backstage adviser" until closer to the election. "I think it's important, and Hillary does too, that she go out there as if she's never run for anything before and establish her connection with the voters," he said.

That strategy was endorsed by Terry Shumaker, a former US ambassador who co-chaired both of Mr Clinton's campaigns in New Hampshire, where voters expect to be able to get up close and personal to the candidates.

"People will be going into the voting booth and Bill Clinton is not going to be on the ballot," said Mr Shumaker. "Especially here in New Hampshire it's important that Hillary Clinton talk with, and listen to, regular voters as opposed to getting on a stage next to her husband and making a speech to a thousand people."

Mr Clinton said he planned to spend the rest of 2015 working on his foundation (which has itself drawn controversy) but left the door open to a bigger role next year, when speculation is replaced with actual voting.

If Mrs Clinton faces any serious opposition in the Democratic primary he may join the fray but he will certainly be at her side to make the case against the Republicans in November.

Four years after railing against Mr Obama during the Democratic primary, Mr Clinton delivered a rousing speech in support of his re-election in 2012.

The 50-minute speech proved again what many Democrats already knew: when Mr Clinton is at his best, there is no one better.

Her comment was seen in reference to the massive uproar over Shiv Sena leader Sanjay Raut saying voting rights to Muslims should be scrapped.

Mr Raut had said in a column on Sunday in his party's mouthpiece Saamana "Till Muslims are used as vote-banks, they have no future.
This is why Bal Thackeray had demanded that Muslims' voting rights be taken away. This was right. The day voting rights of Muslims are taken away, the facade of people who claim to be 'secular' will be exposed."

Reacting to the Sena leader's comments, Congress' Abhishek Manu Singhvi, said, "It is disgusting to hear such remarks... We are living in a democratic country, not in any Talibani state."

Jammu and Kashmir MLA Engineer Rashid has drawn flak for his controversial remarks that Kashmiri Pandits must 'apologise to the majority community' for leaving them behind at the mercy of lawlessness.

"Kashmiri Pandits must seek unconditional apology from the majority community for migration and leaving them behind at the mercy of guns, grenades, bullets, crack-downs, PSAs, AFSPA, custodial killings, rapes, murders, forced labor, custodial disappearances, humiliation and rule of lawlessness," the lawmaker was quoted as saying by the media in Kashmir.

"Let Kashmiri Pandits understand that they should not have left the valley under worst circumstances, had they been real Kashmiri nationalists. Let Kashmiri Pandits not seek return like tourists but should return to live and die with Muslim brothers under all eventualities," Rashid added.

Rashid reportedly said that he appreciated those Pandit organsations and intellectuals who did not want to be part of a "conspiracy" regarding settlement of Kashmiri Pandits in the state.

Rashid's remarks came against the backdrop of a move by the Union government to build composite townships for Kashmiri Pandits, which has sparked protests by separatist groups. On the other hand, Kashmiri Pandit organisations have registered their protest against the concept of composite townships, saying they would be akin to ghettos.

Rashid's comments led to an avalanche of critical reactions on social media. The angry posts on Twitter are part of trending hashtag#DimwitRashid.

Jammu and Kashmir chief minister Mufti Mohammad Sayeed has said his government has no plans to set up separate clusters for settling Kashmiri Pandits in the Kashmir Valley. Around three lakh Kashmiri Pandits were forced to leave the Valley in the early 1990s when the first wave of militant violence erupted 25 years ago.

Media attack on me at behest of arms lobby, have briefed PM: VK Singh - Times of India

NEW DELHI: Union minister VK Singh on Sunday claimed that the media attack on him was at the behest of arms lobby.

"It is only an insidious campaign in which the arms lobby is working overtime. They were not able to subdue me when I was the Army chief. They have carried on," VK Singh said and accused a former senior Army official of being a part of the conspiracy.

"I won't go beyond saying as to what relationships he enjoys with various chaps. There are a lot of people who were paid by him. So, obviously, you have some journalists and others who will write what they are told," he said.

"I have briefed PM Narendra Modi on the orchestrated campaign against me," he said.

Asked if the arms lobby was still active against him, he said that it was very much so.

"They did a lot to dole out resources when the elections took place. We know how much money was received by various people. They are active. They are very active. Their sole aim is to how to get me out," he said.

VK Singh had triggered a row by describing the media 'presstitutes'.

The remark was made in a tweet, which was followed a press briefing in Djibouti in which the former Army chief raised eyebrows for saying that visiting the Pakistani high commission was more exciting than conducting rescue operations in Yemen.

On Saturday, VK Singh apologized to journalists barring a small section of mediapersons who he said were carrying out a "motivated campaign" against him.

"I apologize if the 90 per cent felt bad. I used the word for the 10 per cent and they deserve that word," VK Singh said, claiming that there have been worst terms used by others for this 10 per cent media including "bazaaru" and "paid".

Chhattisgarh: Bodies of policemen killed by Naxals still at site; bad weather hits ... - Daily News & Analysis

Seven STF personnel were killed and ten others injured on Saturday when Naxals ambushed them in the forests of Pidmel village under Polampalli police station limits, around 450 kms from the state capital Raipur. The deceased included a platoon commander-ranked officer.

Bodies of seven policemen of the Special Task Force (STF), who were killed in a Naxal ambush in Sukma district of Chhattisgarh on Saturday, are still lying on the spot even after 24 hours.

Seven STF personnel were killed and ten others injured on Saturday when Naxals ambushed them in the forests of Pidmel village under Polampalli police station limits, around 450 kms from the state capital Raipur. The deceased included a platoon commander-ranked officer.

According to reports, bad weather and hostile terrain have hampered the evacuation operation andrescue team is on the way to retrieve the bodies. 

"The operation is underway in Polampalli region to retrieve the bodies of martyred STF personnel," said Additional Director General of Police (anti-Naxal operations) R K Vij .

"The bad weather condition and hostile terrain have affected a bit (the operation), but very soon all the bodies will be retrieved," Vij said.

Former Central Reserve Police Force (CRPF) Special Director General NK Tripathi said that the inability of the security forces to recover the bodies of the slain jawans from the battle-zone indicates the 'seriousness' of the Sukma encounter with the Naxals, adding that bad weather was also a factor in the same.

"The seriousness of the encounter between security forces and Naxals in the Sukma district can be assessed from the fact that we are not yet able to retrieve the bodies of the slain jawans from the region. Seven of our soldiers were killed in this incident including one platoon commander: their bodies are still there," Tripathi told ANI. 

Meanwhile, the injured personnel are undergoing treatment at Raipur and Jagdalpur.

Chhattisgarh Chief Minister Raman Singh strongly condemned the attack terming it a "cowardly" and "shameful" act of violence and directed officials to track down the rebels involved in the strike.

Union Home Minister Rajnath Singh on Saturday said, "The Centre will take stringent action against the Naxalites who killed seven policemen in Sukma district in Chhattisgarh,"

Asked about the central government's stand against Naxalites, Singh tersely said,"The Centre as well as the state governments have initiated action against the Naxalites operating in the region to keep up the morale of the forces."  

"Appropriate directions have been given to the state chief minister but I am not going to disclose the strategy just now before media," Singh said.
